Hotels & Restaurants: Businesses across Cambodia, including hotels, restaurants, resorts, tourism transportation by water and land, and community-based tourism have been operating mostly as usual with safety precautions since mid-April. The Ministry of Tourism of Cambodia in collaboration with the National Committee is putting measurements in place to contain the spread of COVID-19. Lead by the Ministry of Public Health, the New Normal Health and Safety Guidelines have been implemented.*

  1. For Foreign Travelers who are investor-businesspersons, company staffs, experts, skilled workers, technicians and family members, who are sponsored

    • Before arriving in Cambodia

Foreign travelers must have the following documents:

  • Medical Certificate issued by health authorities, recognized and certified by the Government of his/her home country indicating that he/she is COVID-19 negative for 72 hours prior to the departure.
  • Validation Certification on Payment Guarantee with is issued and approved by RGC. To receive this certification, the travelers must be sponsored by a chief executive officer or a major shareholder of companies currently operating and well located in Cambodia. The sponsor must request for an online sponsorship, at the RGC’s Business Registration website (registrationservice.gov.kh) or through URL link posted by the website of the Council for the Development of Cambodia (CDC) (www.cdc.gov.kh) or the website of the MOH (www.cdcmoh.gov.kh). The examination of the guarantee will take one (1)  day to be evaluated and approved by authorized government’s entities. Once approved, the RGC will issue the Validation Certificate on Payment Guarantee that can be printed to be used for visa application at Royal Cambodian Embassies or Consulates, and to be carried while travelling to Cambodia.    
  • Valid visa as requested by legal procedures listed in the Immigration Law, which has been provided by the Royal Cambodian Embassies or Consulates at the passengers’ home country.
  • Letter or documents confirming hotel reservation (Proof of Online Booking) for accommodation, in which the reservation must be made at least three (3) days prior to the departure. The cost of the reservation is the total cost consisting of two-night hotel accommodation, two-day cost of meals, the first COVID-19 medical examination fee, and local transportation cost from the international airport to the hotel. (Note: It is possible that the foreign travelers are required to stay at the reserved hotel for two nights. If the COVID-19 medical examination’s result is not yet released)

 

The total cost and hotel options are as follows:

  • Sokha Hotel Phnom Penh: with the total cost of USD 385 ( USD 220) for two-night hotel accommodation, USD 60 for two-day meals, USD 105 for the first day COVID-19 medical examination fee, and local transportation cost from the international airport to the hotel.

  • While arriving at International Airports in Cambodia:

b.1: Foreign Travelers shall:

  • Present a Valid Visa that was issued by Royal Cambodian Embassies or Consulates in his/her home country, a Medical Certificate issued by health authorities, recognized and certified by the Government of his/her home country indicating that he/he is COVID-19 negative for 72 hours prior to the departure, a Validation Certification on Payment Guarantee, and letters or Documents confirming hotel reservation (Proof of Online Booking)
  • Have the right to use Special Priority Lane, after having the above –mentioned required documents inspected, to receive the COVID-19 medical examination, facilitated by health officials before being transported to the reserved hotels.

 

b.2: In the event that the foreign travelers have to be quarantined for 14 days, the sponsor must be responsible for all expenses. The sponsor is required to:

  • Pay in full to the hotel for all expenses based on the actual invoice, for the 14-day hotel accommodation expenses, within the 7-day stay.
  • Pay to the MOH for the fees of the following-up COVID-19 medical examination tests at the end of the 14-day quarantine period.

b.3:  In the event that the foreign travelers have contracted the COVID-19 Virus during their stay in Cambodia, the sponsor is required to cover all medical expenses until the patient is fully recovered, and to pay to the public hospital where the patient has been admitted for treatment.

b.4:  The sponsor must be responsible in front of the laws, and provide full cooperation with the MOH in facilitating the travels of the sponsored travelers.

 

For Foreign Travelers who are investor-businesspersons, company staffs, experts, skilled workers, technicians and family members, who are not sponsored but invited:

  • Before arriving in Cambodia

Foreign Travelers shall have the following documents:

  • Medical Certificate issued by health authorities, recognized and certified by the Government of his/her home country indicating that his/her is COVID-19 negative for 72 hours prior to the departure.
  • Validation Certificate of Invitation which is issued and approved by the RGC. To receive this certificate, the travelers must be invited by a chief executive officers or a major shareholder of companies currently operating and well-located in Cambodia. The inviter shall request for an online invitation, at the RGC’s Business Registration website (registrationservises.gov.kh) or through URL link posted by the website of the Council for the Development of Cambodia (www.cde.gov.kh) or the website of the MOH (www.sdcmoh.gov.kh). After examining the validity of the invitation, which will take one (1) day. The RGC will issue the Validation Certificate of the Invitation that can be printed to be used for visa application at Royal Cambodian Embassies or Consulates, and to be carried while traveling to Cambodia.
  • Valid visa as required by legal procedures listed in the Immigration Law, which has been provided by Royal Cambodian Embassies or Consulates at the travelers’ home country
  • Proof of Health Insurance package for COVID-19 treatment purchased by travelers, with a cost of USD90 and is valid for 20days. This insurance package can be purchased from FORTE Insurance Company that can be reached through: https//www.forteinsurance,com covid-19-insurance
  • Letters or documents confirming hotel reservation (Proof of Online Booking) for accommodation, in which the reservation must be made at least three (3) days prior to the departure. The cost of the reservation is the total cost of meals, the first COVID-19 medical examination fee, and local transportation cost from the international airport to the reserved hotel. (Note: It is possible that the foreign travelers are required to stay at the reserved hotel for two nights, if the COVID-19 medical examination’s result is not yet released)

For Foreign Travelers who are investor-businesspersons, company staffs, experts, skilled workers, technicians and family members, without being either sponsored or invited:

Cambodia will warmly welcome the arrival of foreign travelers who are investor-businesspersons, company staffs, experts, skilled workers, technicians and family members without being either sponsored or invited. They are required to follow the same rules and procedures as other regular foreign travelers stated in Point IV below.

Other regular foreign travelers planning to travel to Cambodia shall:

  1. Comply with the Announcement No. 564 issued on 11 June 2020 by the MOH on the service fees for COVID-19 medical examination, quarantine, and COVID-19 treatment at public hospitals which is still in effect.
  2. Deposit USD 2,000 upon arrival at international airports in Cambodia, which will be used to cover hotel accommodation costs while waiting for COVID-19 test result, medical examination fees, and local transportation cost from the international airport to the reserved hotel and expenses during quarantine period, in the case that any fellow travelers are tested positive for COVID-19.
  3. Purchase a health insurance package for COVID-19 treatment, with a cost of USD90 and is valid for 20 days. This insurance package can be purchased from FORTE insurance Company that can be reached through: https://www.forteinsurance.com/covid-19-insurance/.
  4. All traveler as stated in Section I, II, III and IV who have entered Cambodia shall be tested for the COVID-19 virus in accordance with the health guidelines, at local public health centers.

As informed above, foreign travelers who are investor-businesspersons, company employees, experts, skilled workers, technicians, family members and other foreign travelers, should be fully aware and responsible cooperate to effectively  implement measures against COVID-19, issued by the Inter-Ministerial Commission to fight against COVID-19 from the date of public release of this announcement.

Domestic travel: The flights between Siem Reap, Phnom Penh and Sihanoukville have resumed. As of July 25th, 2020, the Royal Government of Cambodia will temporarily ban flights from Malaysia and Indonesia effective August 1st to curb the spread of the pandemic to the public.

International travel: The flights between Siem Reap, Phnom Penh, and Sihanouk Ville have been resumed and operated normally referring to Civil Aviation Reported to the Ministry of Tourism on September 25, 2020.

Restart Tourism: Cambodia has celebrated the Khmer New Year and Phchum Ben Day in Mid-August and also Mid-September 2020 from its traditional calendar. We have served nearly 2.7 million tourists of which 20,940 were international tourists. It was generated more than 170 million USD to the local economy with no case of community spread and zero death.

Immigration: All visa exemptions, visas on arrival and e-visas are suspended. Travellers must have valid medical certificates issued 72hrs prior to travel, proof of medical insurance worth up to $50,000, be tested for COVID-19 upon arrival and undertake a 14-day quarantine with a re-test on the 14th day. All passengers must deposit $2,000 upon arrival.**

Hotels & Restaurants: Most of the hotels and restaurants in Yunnan and Guangxi have reopened since the beginning of May, with safety measurements in place.* China will continue to suspend outbound group tours and ban travel agencies from allowing inbound tours due to the risk of a resurgence in coronavirus cases this winter.*****

Airlines: Starting September 3, the country is resuming direct flights from eight countries, including Thailand, Cambodia, Pakistan, Greece, Denmark, Sweden, and Canada. *** A QR code generated from a completed “Health Declaration Form” must be presented to immigration upon arrival. ****

Immigration: A green health code is mandatory to enter Kunming and Guilin without quarantine requirement. If people are from high-risk areas, they must be placed under a 14-day home-based or centralized quarantine for health observation. *** Many provincial authorities in China have implemented additional policies and restrictions on both Chinese and foreign nationals. All persons (including Chinese nationals) must undergo a 14-day quarantine at a designated location upon arrival in Mainland China. This policy consists of an option for persons entering via Shanghai to undergo a 7-day quarantine in a designated location followed by seven days of self-isolation at home. ** From September 28, 2020, foreign nationals holding valid residence permits for work, personal affairs, or family reunions many once again enter Mainland China. Persons whose residence permits in the approved categories expired after March 28, 2020, may apply for a new residence permit at a Chinese embassy or consulate abroad provided their reasons for travelling to Mainland China have not changed.** From November 6, 2020, all persons (including Chinese nationals) travelling from abroad to destinations in Mainland China must have proof of dual negative results for COVID-19 using both a nucleic acid test and a serological test for IgM antibodies. Lao PDR

 

Hotels & Restaurants: As of October 31, 2020, reopening of hotels, resorts, guesthouses, restaurants, karaoke schools and government offices are permitted. Laos has extended its Covid-19 prevention measures until December 31. *

Airlines: Starting May 18, domestic flights, interprovincial travel and transportation are permitted, but prevention measures and guidelines must be strictly followed. International scheduled flights are currently suspended. *

Immigration: Closing international borders checkpoints for individuals, except for health emergency, experts, charter flights, and authorized transportation of goods; Suspension of the issuance of all types of visas, including visa-on-arrival, e-visa as well as a tourist visa, for all nationalities. Laos’ agreement for a fast-track immigration with China will begin on November 1. Chinese nationals will need to test negative on arrival and to have been quarantined for 14 days in China prior to departure, as well as 48 hours on arrival in Laos.**

  • A 14-day quarantine for inbound/outbound travellers from risk countries, including experts, Lao migrant workers and Lao students returning home, is required. As of August 31, any individual with essential and urgent need to entre Lao PDR for their work in any cases must get approval first from the Task Force Committee and must comply with the following procedures.
  • Every individual must have a negative COVID 19 test certificate using RT-PCR of no more than 12 hours before departure to Lao PDR.
  • After arrival, every individual must undergo COVID-19 test using RT-PCR and do a strict 14 days self-quarantine at a venue designated by the Task Force Committee only. Quarantine at other venues apart from the designated ones are not allowed and must strictly follow the preventive measures against COVID 19 infection.*

Myanmar

 

Hotels & Restaurants: A total of 982 hotels have reopened across Regions and States after getting health and safety inspection passes by the concerned authorities. Yangon Region topped the list with 281 reopened hotels, followed by Shan State with 270 hotels as of October 26.* All the hotels in Mandalay Region are temporarily closed. On October 31, the government issued the extended period for stay-at-home for thirty-two Yangon townships except for Cocokyun township as COVID-19 cases rise. *

Airlines: Domestic flights have been suspended their operations until November 30. The ban of international flights has been extended until November, according to the country’s Department of Aviation Authority on October 1.*

Immigration: The Myanmar government has temporarily suspended the issuance of all types of visas to all foreign nationals as well as e-visa and visa-on-arrival programs.* No entry for foreign nationals through Myanmar land borders until October.* To prevent importation and spread of COVID-19, the Government of the Republic of the Union of Myanmar has temporarily suspended entry of any foreign nationals through any border checkpoints between Myanmar and its neighbouring countries. The entry and exit of the local population on both sides of the border through the existing checkpoints concerned will not be restricted. Hotels & Restaurants: Most businesses in the country have allowed to resume their activities since July 1. while the government decided to extend the Emergency Decree until November 30. * 

 

Airlines: The ban on international commercial flights will remain in force indefinitely while the Covid-19 pandemic situation remains critical in many countries. ** Most of the domestic air traffic has resumed their operations from July 1 onwards. All inbound tourists have to complete quarantine at alternative state quarantine (ASQ) facilities in Bangkok in the first stage of reopening, with direct flights to provinces still postponed. ***

 

Immigration: Thailand’s Foreign Ministry has confirmed that the new Special Tourist visa will only be available to tourists from countries “deemed to be at low risk from Covid-19”. The STV allows for a 90-day stay in the Kingdom, which can be extended twice for a further 90 days each time. The STV costs 2,000 Baht, and each extension is an additional 2,000 Baht. * Thailand is now reopening to tourists and crews of foreign yachts, under the recently launched Special Tourist Visa (STV) scheme. Foreign visitors must also have health insurance covering COVID-19 treatment, with a minimum coverage of US$ 100,000 for the duration of their stay in Thailand, plus travel insurance with 40,000 Baht insurance coverage for out-patient medical services and 400,000 Baht insurance coverage for in-patient medical services. Interested applicants are recommended to enquire at the Royal Thai Embassy or Consulate in their home country for more details. *** The Royal Thai Government has extended visa amnesty for foreigners, who are unable to leave Thailand due to the country’s COVID-19 control measures, until October 31, 2020. They now will be allowed to stay in Thailand until November 30 at no extra cost. However, foreigners with visa extensions must visit the nearest Immigration Office to get the correct stamp on their passports. ****

Viet Nam

 

Hotels & Restaurants: All tourist destinations, festivals and religious events, sports events, large gatherings, and non-essential businesses such as karaoke bars, clubs and massage parlours operate in a new normal situation. Foreigners and residents in Ho Chi Minh City and Ha Noi who are required to wear masks in public may be fined from 1000,000VND to 3000,000VND for failure to comply. Vietnam National Administration of Tourism (VNAT) launched the second domestic tourism stimulus campaign themed “Vietnam tourism – a safe and attractive destination” and Vietnam Safe Travel app to ensure travellers’ safety when making trips around Vietnam. This App is available in both Vietnamese and English and easily downloaded in the App Store on iOS or in the Google Play Store on Android.*

Airlines: Vietnamese carriers have almost completely recovered their domestic flights. Vietnam is planning to resume international commercial flights to 7 destinations: Guangzhou (China), Chinese Taipei, Seoul (South Korea), Tokyo (Japan), Phnom Penh (Cambodia), Vientiane (Laos) and Thailand from September 22. After two regular flights to South Korea, airlines have temporarily suspended regular international commercial flights between Vietnam and other international destinations as they wait for further detailed instructions and quarantine procedures from local authorities and the Ministry of Health.*

Immigration: Vietnam has been not allowing entry or issuing visas to foreign nationals for the purpose of tourism visit since March 22. At this time the country is only offering entry to diplomats, experts, investors and their respective family members, and the Vietnamese returning home. As of September 1, 2020, foreign visitors must pay for their quarantine expenses. The Immigration Department has extended its visa waiver programme for another month. Foreigners who entered Việt Nam from March 1 can have their temporary stay permits automatically extended until November 30.* All people entering Việt Nam by commercial flights will be put under quarantine according to three different groups, with each group subject to different COVID-19 testing regulations, according to a draft regulation from the Ministry of Health.

  • Vietnamese citizens or family members of Vietnamese citizens – will undergo centralized quarantine for 14 days.
  • Foreigners who are experts, investors, business managers, skilled workers and their family or international students and staying in Vietnam for more than 14 days – quarantined at registered hotels for seven days, then if test negative on day six, permitted to quarantine at their residential area for another seven days
  • Foreign diplomats – quarantined at their houses or residential areas for 14 days. Foreign experts entering for less than 14 days – tested on the first day of arrival, and once every three days after. *
